The only connection of the time between the park and the city was the Auburn Bridge, and later Blackwell will build a bridge to connect Bluebell to the Main Island. And if you remember, many of the criminals caused troubles in precise areas, like Auburn, so the bridge wouldn't have been repaired, then with the caos provocated in Fort Meadows would have distracted both the Bluebell police, and then the main police to Apollo Island, which later, it would have ended the plan in Bluebell, blowing up the forest, but the bombs were defused, Blackwell went hiding, and Rex Fury was technically free to do whatever he wanted, and stole some explosioves, but then got arrested. In the end Blackwell was ahead of everything in both the games, he controlled Rex, Rex controlled the criminals and Pappalardo, meanwhile Pappalardo had affairs with Chan Chuang. But also director Stonewall of Albatross Island was into the affair, he said by himself during the bathroom call, it was Rex. And then there's Blue (that one prisoner that has the Morgan Freeman voice), who knew that there was something dirty going on Albatross all the time. Then we don't have to forget that there were many Blackwell's creation on Chase Begins, other than the bridge, mostly the railroad. And also Blackwell could have done it easily because the mine and the dam were mostly owned by him, so technically that would have been a way to solve many problems. And in the end there is the fact that probably, slightly after Chase has been exiled, the Blackwell's scandal began, and he built only the bridge and the railway before he could actually start his plan.
