I don't think Noir is Sam for a few reasons: 1. Sam is not a trained hand-to-hand fighter (he's just really strong) This version of Noir clearly is able to keep up with butcher. 2. Why would Homelander only put Sam in the Seven and not Kate too? 3. They already showed Sam and Noir in a separate parts of the trailer, so I don't think it would be suspenseful if Noir was just Sam in a suit. The writers said that Noir's identity is more subversive and less serious, and that they'd showcase minor supe characters from the earlier season (like Ezekiel). I have a random theory that Noir might actually be an enhanced Blindspot (the super-hearing superhero that was considered for the Seven but Homelander crippled him, and left him alive.)
