Enable_lcdpwr measured was about .4V . Isn't that enough to switch the ic on? Could have been a partial short on LCD Vdd the reason for a low output voltage?
No, 4.4 is Kohm in ohm mode. This multimeter is auto mode, first time i see kind of multimeter like this
