Hi!
To answer your question, Felis Sapiens evolved inside Red Dwarf, and learned english from the various video recordings of humans. Perhaps there was a higher volume of american video recordings inside red dwarf and they just picked up the accent from there.
In some of the outake DVD's you see him right after eating the cigarette.
He wasn't ill, but he (craig charles) does look at the crew and says he wonders why he ate the cigarette (it was not scripted).

Probably not true but I think Cat's line “Quick lets get out of here before they bring him back” is probably the first time that joke was ever used. Or if not was the first time I heard it used.
How on Earth Craig Charles can go from this to Corrie? It's just not fair...

Cat speaks American as the linguist below pointed out, because he wears a mouth piece. The fangs are in the way of his normal annunciation.
@betabenja I have just learned that Don Warrington is actually of Caribbean descent. Not that his accent (which btw reminds me of my once favorite reggae singer Eddy Grant) matters, but as a linguist I can say that it is clearly audible (along with the accent you mentioned) and adds to the odd situation.
Speaking of accents: I've been wondering why Cat speaks American (Danny John-Jules does, in fact) despite he was born and brought up in London. Any ideas? (still the linguist asking).

Just a bit. Binks' complexion and the Indian accent. Him being that incredibly arrogant intruder. No big deal, hence "what the heck"...

This is one of the most hilarious scenes in red dwarf ever. it's a bit racist, though - what the heck... watch lister's face when he's confronted with the "chronological truth". btw eating a cigarette requires total devotion to the moment -after all, it' s critical to say the least.
