When you say "XX에 의하면 (as according to)" you should not skip the word "의하다", but in such a sentence like "바람에 의해 날려 갔다", you can skip the word "의하다" since people would have no problem understanding even without the word. 2. "두 시부터 세 시까지" or "두 시에서 세 시까지"...both are common. 3. That would depends on situations... "그(사람) 대신 제가 팩스를 보낼 거예요" ("instead of him"), "널 위해 그림을 그려 줄게". 4.
