7th from venus is ketu. Jupiter which is 5th house lord is also placed in Ketu's nakshatra. In navamsa venus is in aquarius. I am 24 and i have been single my whole life!

Hm, general effect is that it denies the results and gives after few tries, more specific would be to see what’s in the 7th from it. Also what’s the placement and strength, if it’s benefic vakri strong it may give it’s blessings to others

3rd is duscikya bhava according to BPHS, these are the melancholia or depression depending on the level of affliction. 4th is anxiety if afflicted.

1. What if Malefics are present in 11 and 12 from Venus ? Can they also be remedied ?
2. Do upapada house can also jump to opposite sign(7th from it ) if it’s stronger ?

No.. this doesnt decide this. 7L in mks may give some negative experience but navamsa will decide level of problem
