I do think the typical young, and new pet owners r terrible at their pets health. If the dog loves their owner and just needs some vet intervention. Make the son pay for the bill and have him learn how to check it's health. The brother is his own person. Some people do think that dangerous jobs r somehow more righteous. It is brave. Then again, being a school teacher is terrifying for some teachers and laying their life down for our kids is brave. I'm glad they were kind to the dog, but it was because they no longer could control their son. And that's warped. Judge Milian really laid it out for the parents.

Pepper originally belonged to the other son...the Golden Child perfect soldier...and the soldier son gave Pepper to his brother for safekeeping when he was deployed on a long tour. Now, the other brother has given Pepper to his parents to look after while he's away on vacation in Europe. The parents are really struggling with this "loss" of their perfect son, the soldier, and they are disappointed/disapproving of their other son and the choices he is making....and since Pepper was originally the soldier son's dog, maybe they want to hold onto her for that reason, because she represents a piece of their perfect, beloved son, and they are using the neglect story to justify this, because they DO NOT have a close bond with the other son and if they gave Pepper back to him, that connection would essentially be broken because they wouldn't see Pepper anymore.
