Seems you are mixing two circular.
Both circular are different
one talks about Meningococcal meningitis and another talks about Polio virus vaccine.
Meningococcal meningitis - Applicable for alllllllll. Irrespective of mode of Transportation, Irrespective of visa category. If coming for Umrah then it will be applicable.
Polio virus vaccine: Applicable only for some selective countries.
