As cool as it would be. I think Oda would never allow villains like them to appear in One piece. I could never imagine a mad scientist like Orochimaru to exist. Ceaser is more suited for one piece. I'm not saying that Orochimaru is worse than ceaser. But their philosophy and motives are like day'n night.
