It was like that in the graphic novels too - Empowered started as the artist got bored of doing skeevy Damsel-in-Distress pictures and wondered what it would be like for the damsel in question, so it starts out quite light and silly following this struggling heroine with a reputation for getting caught and tied up. Willy Pete comes in almost out of nowhere, as this repulsive terrifying force of nature. You know her boyfriend has a dark history, but you didn't think it was pure, distilled and concentrated nightmare fuel. The first two volumes start out as being mostly short sketches but as the series progressed the volumes become much more coherent narratives. If you want to read them, they are being serialised online if you search for 'Empowered Comic', and it is currently part way through volume 7 (out of 11 volumes in print, and a few side stories). It's not going to be for everyone, it plays up to and satirises superhero tropes, but in amongst the goofiness, you get moments of heartbreak and drama, and pieces of real beauty too
The odd thing about Willy Pete is that he doesn't feel gratuitous like the Game of Thrones villains. I can't quite explain it, but to me they feel like the GRR Martin has gone out of his way to make them be evil, but WP is just unrestrained appetite.
