There could be a use of such substances, but there is no proof and even if there was something, no substance was banned at that time so you couldn´t really call it doping. Also it is unfair to say "why don't they have 4 or 5 world cup wins like Germany or Brazil" as they are a much smaller nation (population currently about 9.5 million) compared to those two so it is much less likely that they would keep producing golden generations of players like the big nations do.
