No, nobody can explain this robbery. This is one of my favorite Eurovision songs. The melody is really nice, her voice is strong, and the lyrics are beautiful. Estonian language is proven to be one of the most beautiful. Class act. Deserved at least top 10, if not top 5.
I think that the language plays a big role in it. When Stjórnin got 4th place for us with Eitt lag enn after we coming 16th in 86-88 and kast with 0 points in 89 they made the lyrics to have very few difficult Icelandi letters li Þ,Ð and such and I think it helped a lot. Belgium has not done well singing in Flemish and I even think I remember none of their Flemish entries to reach top 10 at least not since current voting was introduced in 1975.
