his voice is different in the original English run of Z, he is voiced by Linda Young, and super he is voiced by Chris Ayres, and then in the movies he is voiced by his brother because Chris passed away close to the end of Super if I remember correctly.

The term monkey is indead used by freeza in a racist way, but he wants do devalue the sajian race with this. Since the Sajians have a deep primal connection, they have still their tale and they change to great apes in the light of the moon to get their full power. But yes you are right, Frieza absolutely wanted to be a racist asshole here, because that is his charackter. Himself is from a superior race, thats why he could achive Golden Frieza with just some training, because he never trained before all his power was just natural. Same for his father and brother.
