You've probably been playing the game in Dev mode. To make sure you're not playing in Dev mode, go to the game launcher and in the little arrow next to 'Play' make sure that Dev mode isn't enabled. Once that is done, you should go to the options menu in sins and create the mod folder using the 'show path' option.
