this is common settings in Toshiba laptops , actully we have to disable secure boot and change boot mode to UEFI .
it is highly recommended that we reset bios to default first , so any setting which is causing problem and making things complicated can be eradicated.

really . look for bios update on toshiba website. but remember updating bios is lil bit riskty process too, please make sure you are connected to power source. good luck

@@tkoena6643 haha, yes. It turns out that you have to make a bootable disk formatted in mbr instead of gpt. Here is the link to a video. Just follow these instructions and it should boot up.
