The 12V on both pins is not because of current flow but because there is no current flow. Since there is no current flow, potential at both points must be same. And there are ignition coil drivers which turn ON for a few milliseconds and only then current flows because of controlled coil dwell. Also, it may be possible to diagnose faulty coils(and or plug) by comparing the 'spark duration' for all coils using a diagnostics scanner. But, some ECUs may also limit the dwell if the ECU has detected a fault in the ignition circuit.
