You need to treat the heel hole edge with something to prevent the sock unraveling, fraying or looking poopy, then do a running stitch round the heel hole to tighten it neatly around the heel (tucking the raw edge under of course) and then use fusible webbing to attach the sock to the sole, and the sandpaper to the outside. The shoe can slip inside the sock, so you need to adhere both the inside AND the outside. Alternatively, you could use this stuff called "Shoe Goo" to adhere the inside of the sock to the sole, and then apply a thick, semi textured layer to the outside int the ball of the foot area and let dry to create your own non-slip rubber sole. (Shoe Goo is basically, imo, just a basic silicone adhesive similar to E-6000). If done with some care and attention to detail that could look cute. Also could use a flip-flop and some wooly socks to make some cute nonslip slippers.
