My current fanon guess:
Kirara is the real Ms. Hina. The entire deal is that convincing Yae Miko she's successfully bullying somebody makes it much easier to deal with her in general, and for Watatsumi Island in particular. Kirara and Gorou are old friends, Kokomi came up with the original idea and knows what's happening, and the whole thing is basically a successful prank on Yae that's just kept rolling along because Yae isn't dropping her end of it.

Well she is a real cat, that’s over 200 hundred old, Yae is over 500 hundred. In the end she was originally a normal cat.
I think most games would just make the tails clip through the chair. Cool how they made a new sitting animation for her. I like the little details in genshin.
The tails actually go to the side for other characters already (e.g. Gorou and Tighnari)
