That scream sounds so haunting... It will be interesting to see the findings of this investigation cause it certainly looks like there was a lot of by-passing, not to mention the labour hire...
It looks like there was some construction happening to the building, why is there those construction walls around there?
The scary thing is most cries aren't coming from the injured people but those who are horrified by the dead bodies around them.
Because unqualified people to build with no idea of basics of strength etc. are used because its cheaper.
Whichever inspector passed that construction crew to continue building is to blame.
@@Stewart-yp7pq Yes and no. My uncle was a building inspector for the bank holding the building loan. There were rules regarding inspection at each stage. He had to the foundations being poured, and take samples of the mix. One day a blustering builder said "We start early, we haven't time to spare, so we've laid the foundations. See, the mix is still wet." Most people would I suppose shake their heads and say "Next time ..." But the inspector said "Dig it up, startng here." Much shouting and screaming. When it was dug up, it was found that a triangular layer of sand had been laid before the concrete was poured, reducing the amount of concrete poured. The builder's name was then circulated to all concerned all over the country and he never worked again for a home with a building loan. And this is not an exception; I turned up unexpectedly when an alteration was being made to my home; a wall had been built on an existing screeded floor, despite instructions that the floor be broken and a foundation laid. I called the architect who made them pull down 6 m of wall. Again, much shouting and screaming. These were contractors, not someone off the street.
Everything and everyone is into this cost saving craze.... they are busy "cost saving" us straight to annihilation

Im amazed that this building was given the go ahead when we have to get plans n go through tons of red tape just to add a toilet to our homes yoh !!!
they want to be paid for approvals those ones.
Apparently the were additions made to the old approved plans and the plans took over 2 years to get completed so there was a process...it could've been a on site error or a design flaw we will just have to wait to know I guess
not thát amazing though..These 'builders' + 'architects' don't know the concept of consequences. ie...use half of cement and just add more sand.,slabs not as thick as the building rules specifie.Less reinforcement of metal rods,building on walls without the correct drying time in between.etc,etc.This company might just claim from insurance.lekker nê
@@barbaralerm9310 You clearly have no idea how construction works. Wait for the independent engineers to determine the reason for the collapse. There are serious controls in place when constructing a multi storey building i. e. testing of concrete strength for each pour; Reinforcing get's signed off by the professional engineer before each cast. This collapse is a serious matter to all in the construction industry as no one would want something like this to happen.

I know because I have to go around sites fixing other people horrible work.
Quality in construction industry has gone out the door. It's all about production now, cutting costs and shortcuts to get the job done.
This is so sad and bad at the same time. My question is, HOW? We have to go through so many things and pay lots of money just to put up a wall to protect my family. So what shortcut was taken here and what quality materials were used. Hope the people who suffered from this will be looked at after and thise responsible be brought to justice.
Smme's! They register a business, coble together a few workers( most of which are unexperienced) and just come to site demanding work. Let me tell you I've seen a labor mixing plaster one week, the next week he's all of a sudden a mason laying bricks. It's crazy. All because of the gov bee nonsense.
Thanks to our government. This looks like a fly by night contractor. Our country is filled up with unskilled contractors, as long as you are walking with a tool box and level stick then you are a professional. Our country doesn't worry about skills now, as long as you are loaded with money and connected with someone 😢
Yes there is some skill concerns.. But there are plenty cases where materials are scimpt on ect.. Not the correct amount of cement and stone used too do the job as cheaply as possible??
You mean the DA? As they govern Western Cape? Who approved the plans, who built it, was inspection made, who supervised it, was the right materials use, was the foundation right, ect... All questions that I would think one would ask in this sad situation.
Seems like the company took many short cuts. And we need to find out why the company was using so many undocumented nationals who probably didnt have proof of training. Then the municipality needs to be held accountable since they approved the plans.

The other thing, we have to look on the fact that South African government ignored the importance of technical schools which used to teach people skills and trade, before 1994 education system was much better than this krap we are seeing today

1. Where's the main contractor
2. Why are there no public announcement made by the owners of this company
3. How was the units or sections signed or approved without prior tararaly inspection looking at the possibilities or dangers of approving another layer
4. Why were there forieners working there ? Where their names submitted also at the biding process as workers
5.Were they registered with Labour Department
6.The circulation of the daily register where is it ?
7.List is to long
When engineers don't earn their degrees and councils pass building sites without inspections then we have such tragedies where we the normal man dies and our kids suffer

@@Thatsong-fr9nq construction fails like this shouldn't occur IN THIS DAY AND AGE. This is a result of the constructors/engineers cutting corners by using cheaper material, or less materials than what they should etc...

Brutal truth is that after the municipality aproved the plans ,the structural engineer,the civil engineer,the developer,the contractor and the owner changed all the specifications and the municipal inspector was bribed in all five inspection faces of the building
That's why any building over 60years old should be maintained and looked at by engineers
This building was still under construction. Not even a year old.

The problem in george is that prices for homes is ridiculous and the demand is far higher than what the market has to offer now buildings are popping up in half the time proper protocols and waiting times are not followed and shortcuts are taken.
According to the Daily Maverick: "George mayor Leon van Wyk initially said he did not know the developers, engineers and contractors responsible for the site, despite his office being opposite where the tragic incident happened. “Unfortunately, I don’t know those names at this stage,” he told a Daily Maverick reporter. “I think we need to establish [the names] from the Department of Labour. I personally do not know.” Really? Van Wyk eventually revealed that the developer was a company called NT Neotrend Group and the name of the development, Ice Projects. They submitted plans to his office on 22 December 2022 which were approved on July 2023. Theuns Kruger is the director of Liatel Developments, the company behind the project.

The appointed 16.1 (as per OHSAct) of each company involved in this project is in serious trouble....someone's going to do jail time. The courts only ask one question: "What would the reasonable man have done to prevent this from happening..."
Why did it collapse and on that specific date and time .The world is undergoing a lot of disasters eartquakes and floods.Moles are superactive.There should be studies done to check what is happening under our grounds too besides all the possible bribery and lack for checking regulations before signing off .😢

I'm not sure how the building was being constructed but if they were using columns they could've used the incorrect strength concrete for them. Or it was poorly casted with lots of honeycomb etc.
Or if they were laying slabs on brickwork it could be the engineer didn't properly compensate for load bearing walls and such.

Definitely a tender that got giving the go ahead with hardly any experience, we wait and see what the findings are. Sad tho that the peasants pay with thier bodies but the higher ups will just get a fine!
The construction company is a very experienced company. I think there are a few things that could have led to this. Firstly. Apparently, an additional floor was added to the plans after approval (illegal). Secondly, the concrete slabs show a SHOCKING lack of rebar reinforcing (I did see some). Thirdly. Clients push these builders very hard. Every day, a project is over its projected timeline, and the contractor gets fined. I heard this project was already a few months behind schedule. This meant that they did not give the concrete proper time to cure. This could also have led to the collapse. Whatever the matter is. The contractor closed off their website and facebook page, and the developers are missing in action along with the owners. They fucked up, BADLY.
