l think you can get a ticket if your car breaks down and block essential roads.
The police (or even a private citizen) can block a road, but only in a life or death emergency, such as.a fallen bridge ahead.

Protesters who use this tactic fail to understand how counterproductive it is. Regardless of how noble their cause, or how important their message is, when protesters disrupt traffic like this, they only succeed in making the people they're trying to reach angry with them.
