    The Hemispheric Security Conference (HSC) is an annual conference where experts from academia, governmental organizations, non-governmental organizations, and private sectors converge to examine the most pressing security challenges facing the Western Hemisphere.

    Michelle Austin Pamies, Esq. is a founding partner of Austin Pamies Norris Weeks Powell, LLC, as well as a founding member of the Haitian American Foundation for Democracy (HAFFD). She serves as a facilitator for the discussions in the Security Working Group, a collaborative initiative between the Haitian American Foundation For Democracy (HAFFD) and Florida International University (FIU)Her legal practice primarily involves representing municipalities and businesses, handling their transactional and litigation needs, as well as providing legal advice and counsel. Before joining the Firm, Michelle worked for 8 years as Senior Corporate Counsel - Commercial Law in Union Pacific Railroad Company’s Law Department.
    Dr. Prosperé Charles is a professor at Tuskegee University, as well as a research professor of economics and security systems at the University Quisqueya in Haiti. Charles is a public policy and development expert specializing in economic development in marginalized areas, strengthening public institutions, security, and good governance. He is a Member of the National Commission on Science, Technology, and Innovation in Haiti under the Ministry of Education, a former Political and Economic Consultant Advisor for the Governor of Chris Christie in New Jersey, a former US Operation Research Specialist for the US Navy, and a Management Consultant for many Fortune 100 companies such as Merck Pharmaceuticals and Bayer and is the founder and President of 1804 Institute, a Haitian American Think Tank in Washington DC.
    Wazim Mowla is the Associate Director and fellow of the Caribbean Initiative at the Adrienne Arsht Latin America Center, and a Non-Resident Scholar at the Jack D. Gordon Institute for Public Policy at FIU. He leads the development and execution of the initiative’s programming, including the Financial Inclusion Task Force, the US-Caribbean Consultative Group, the PACC 2030 Working Group, and the Caribbean Energy Working Group. Since joining the Council, Mowla has co-authored major publications on the strategic importance of sending US COVID-19 vaccines to the Caribbean, strategies to address financial de-risking, and how the United States can advance new policies to support climate and energy resilience. As part of his work on the Caribbean, Mowla was called to provide Congressional testimony to the US House Financial Services Committee on financial de-risking.
    Leslie Voltaire is a member of the Haiti Presidential Council, an advisor to the Lavalas political organization and is on the Executive Board of the Montana Accord. He is an architect and urban planner who has been involved in both large-scale and small-scale urban renewal projects. As a lifelong democracy advocate, Mr. Leslie Voltaire has held several high-level government positions since the 1990s: Minister of Education, Minister of Haitians Living Abroad, Special Envoy to the UN, Chief of Staff to President Aristide, Member of Transitional Democracy Councils in 1990 and 2004.

    effsky Poincy is a Program Manager at PartnersGlobal, an international non- governmental organization with a global footprint. In this role, he collaborates with local implementing partners and the Partners Network across Africa and Eastern Europe on projects related to accountable governance, civil society strengthening, conflict transformation, and peacebuilding. He brings over 7 years of multisectoral experience in economic development, strategic planning, program management, and policy development in Haiti. Born and raised in Haiti, has emerged as a Policy Specialist driven by a commitment to transformative change. His academic journey led him to Duke's Sanford School of Public Policy in the United States, where he earned a master’s degree in public policy and international development with a specialized focus on Governance and a graduate certificate in Latin American Studies.
