Because it isn't a touhou leitmotif. It's from a song that remixes a touhou song, yes, but the leitmotif isn't present. Lotus is an arrange of Eastern Ghostly Dream ~ Ancient Temple. That leitmotif does not appear in the original song, at all.
I didnt realize until now that they incorporated Danger on the Dance Floor (from Sonic Mania) into this track, along with the other motifs like Puyo Puyo and S3&K miniboss
Love the mix of the S&K miniboss theme with elements from the Bean Machine. Which is perfect for what this is for. And ueah, better RL whisking as a very... Subtle hint. Not that BE is well known unless you find them.

This song almost reminds me of that “All my fellas” with the piano sample at the beginning. Spoiler Below: I loved the boss fight, it was relatively simple, but it’s fun, and it’s also in a small arena in a kart racer, so it’s fine.
