I like the Sheliac. 😀 In my opinion, they seem very much like what Extraterrestrials would be like, to deal with, for real. Each side being so different from the other that they have to spell out everything carefully, inhabiting planets and / or environments that are not habitable by terrestrial (Earth) life, etc. Except, here, like all aliens they are anthropomorphic; Between one meter and two and a third meters tall, bipedal with two arms, having a head on top of their torso, etc. 🙍🏼♂️ I can think of no reason why _real_ extraterrestrials would look so much like humans, and not even other animal life on Earth, but humans specifically. 🤷🏼♂️
Gives us a taste of what it would be like if instances of menace and mystery didn't happen one at a time. You can imagine an episode about a contagious nervous disorder that makes Worf unable to get whole sentences out and Riker indecisive about leaving his chair. But isn't it convenient this stuff doesn't happen when you've already got the Shelyac to deal with?
"Evolution" may have been the season opener, but this episode--"The Ensigns of Command"--was the first one filmed. Judging by the bloopers, it seems like an inauspicious start! :D

On my annual rewatch I’ve notice these people seem to either piss Picard off or don’t meet his expeditions. Can you do I vid of Picard thinking “you’re fired” or “you’re outta here”.
After seeing episodes like _DS9: “Babel”_ or things on this show like Pulaski being experimented on in _TNG: “Where Silence Has Lease”_ by Nagilum, without context, you’d be forgiven for not realizing what was wrong or thinking this was part of the story.
I don't know, but watch this episode on Netflix or the Blu-ray and pause it when it shows you the text of the treaty (later in the episode). The production crew realised that the actual text would be unreadable on early 1990s TV screens and they could write whatever they wanted. They didn't realise that a remastered Blu-ray with four times the resolution would be released in the early 2010s...
