I live in Budapest, we travel a lot, within Europe. I never paid for a glass of water unless it was bottled. In most places, the tap water is of good quality. Only in Southern Europe do I not drink from the tap, but my girlfriend does and she never had any problems. :D You don't have to pay for ketchup or anything like that either. They don't even sell soft drinks in such small packages, they only sometimes give them for free in stores, as product samples. The average soda can is 0.5 or 0.33 liters. But also get 0.25. Most places have trash cans on every corner. We like to eat in peace. We don't like staff walking around us all the time. The food portions are not small either. They're just normal. I have never received such a small dose that it was not enough. I'm happy to pay for the toilet because it's probably clean. I don't know where the guy went in the video, although you can see several pictures of, for example, Budapest... :D

Biggest difference is the food is of a higher quality than the US, without the chemicals and preservatives, therefore has taste and flavor. So being of a higher quality you will not need huge portions.
If you don't want to look like a tourist. NO sports clothes. No basketball shorts. No baseball caps, especially worn backwards. No white trainers. No tee shirts with logos. Jeans and a plain tee are as casual as you should ever be. We typically try to look good when we go out. Speak at a volume level that only the person you are speaking to can hear. The way you are speaking right now is borderline shouting.
In Belgium restaurants only served bottled water for which you have to pay. Your dog sitting beside you on an outdoors terrace may get tap water if it's a friendly waiter.

It depends on which country are you talking about. Habits are more different between European countries than between US states, because the nations are different in every country and so the habits, and the laws too.
