I dont know what kind of person was real Gustavo Gaviria, but his death is one of the saddest scenes I have ever seen. I cried for tv series only 3. times: 1) when Prue Halliwell died, 2) Jaime Lannisters death, 3) this scene. You can feel how it hurts to lose someone you love and also there are many mixed emotions. Thats why Narcos is my favourite show ever.

Pablo and Gustavo were inseparable and spent much of the day in the mountains of Medellin when they were younger. It wasn’t until Pablo became a teenager that he started to get into trouble.
His mother was a "God fearing woman" and knew he was a murderer and still tolerated it. She was materialistic unlike his father and even stole shoes.What a hypocrite.
Pablo, his mom and Gustavo were all victims of their own ambitions. That's what happens when a man of action is born in a place with poverty and violence. They are ready to do anything to escape it. His father on the other hand is the most moral, but he also suffers.
You're looking at this from a very moral aspect. You have to understand that they were dirt poor and looked down on society. Most likely, the main breadwinner was his father who was unable to provide enough for them. Saving for the shoes would have taken months of being bullied for Pablo so his mother stole the shoes as the fastest way she could see to ease his pain. It is love but love in a different way.
Well, to her (and Panlo, really) the government is corrupt and deserves it, basically. She was blind to the monster Pablo was becoming because she was proud of how much he had built of himself from being nothing to being one of the most powerful men in the world. Human nature, really, to turn an eye - made easier by how much of a good life she was having.
