How do you keep the scales down & not curling afterwards & after washing?

is it just me or would you need to chain 24 + 3 to get the 4 scales on first row - 18+3 just gets me 3 scales and an odd set of DC at the end of the first row of scales?
Can the crocodile stitch be used as an edging stitch?
