Then they take those same policies with them to better areas that were already successful and turn them into where they came from. Just look at Austin TX.

    I ended up homeless in Cali. Was on the street for about 6 months then got enough money to get out of there an i took off an never looked back. Doing so much better for that move.

      I almost experienced the same, I was completely priced out, so the writing was on the wall. I was dealing with trauma issue which was completely destabilizing. So I packed up a Pod and returned to the Midwest. It took a while to put my life back together.
      The lack of mental health services is a serious issue in most places. It shocking how its not understood in the present day.

      Brihanna is by far the most partisan person to regularly appear on Rising, to the point I find her segments hard to watch sometimes. Her logic always starts with the conclusion she wants, and then takes very questionable routs to get there.

      @@intricatic well, there is some truth to it. A lot of progressive elites do campaign for extreme progressive programs. The catch is that they demand exceptions for themselves and their immediate communities. But they 100% expect everyone else to obey the regulations.

      @@intricatic an example is declaring housing to be a civil right. And California this is a perfect example. The communities that campaign hardest for guaranteed housing are also the ones that pass laws banning section 8 and homeless shelters within their geographical boundaries because they “interrupt the character of the community.”

    We don't have a homeless problem, we have an open air drug market problem. I'm homeless in the Bay Area. I live with extended family. I can't afford housing here and I make too much for low income housing.

    One thing I like about this show is that no one seems firmly entrenched in their camp. Except Briahna sometimes can't let go. Brianha, its ok, your wing of the left is allowed to be wrong and imperfect. You don't need to get your shots in at the end every time.

      Social security, Medicare, Medicaid, 40 hour work week, end of child labor were all results of leftist ideology and leftist pushes and work great and are super popular. State owned enterprises like the post office (single most popular institution in the country), Tennessee valley authority (Obama tried to privatize and Southern republicans stopped it because it’s so beloved), Amtrak, are all very popular and effective and clearly leftist.

    The issue isn’t “well this group actually wants to build houses for the homeless,” Seneca even addresses that point, they want individual housing with no strings attached. While that definitely solves the “homeless” part of the equation it doesn’t address what led them to become homeless initially. Now the “45% of homeless people have some degree of mental illness” are in a room by themselves. As undesirable as a homeless community may be, it is still a community and ending that for some sense that we’re morally right because at least now they have an apartment, certainly ends poorly.

      A significant amount of transients won't even accept housing even if its available. Having worked with this population to an extent, some of them have a lot of paranoia due to mental health issues and don't want the constraints that come with housing. Its a mental health and addiction issue for the most part. Housing is definitely necessary though

    I respect that he runs Independent, not like "trying" to change the Democratic Party.
    It's a frigging drug problem. When pharma bros get to pay a fine for killing Americans with opioides where are the fines going. We need to build rehab center possibly have some farms in the middle of nowhere to ship them to have them clean up and work for their food at a farm, makes them strong and healthy hopefully resistant to drugs. I love Briana but I live in CA and it's the drugs, the mental health often resulting from drugs!

    I've been in Oakland for 32 years my family has been here for over 110 years. Homelessness isn't the biggest problem it's probably in the top 5. #1 VIOLENT CRIME #2 property theft #3 Admin corruption #4 dangerous road conditions #5 Homelessness. 4 and 5 could switch depending on if you are a driver or you take public transportation. Please address these issues in some manner and you can save this once great city that my grandparents told me yet I've never seen

    After living abroad, coming back to this should be an embarrassment for all political ideologies of these cities. Great nations do not just turn people with mental illness and drug problems out on the street to fend for themselves and think this is being progressive. State institutions are needed for treatment.

      The issue that came up in the 70's was that it became "wrong" to forcibly institutionalize people. They had "rights", which they do, but they also obviously are not capable of making rational, safe decisions

      @@rogerward801 It is a legitimate issue to regard human rights for the mentally ill, but Reagan really just used it to cut spending for the poor. In Germany there are both well established mental health services and well established human rights understanding for those receiving services. The problem is it costs more not less, because instead of cheap mental health institution facilities it is assisted living, private apartments with multiple attendants serving a vulnerable population.

    Sometimes when moving the homeless they are moving them into dangerous neighborhoods and when you have children the fear of a bullet coming through your windows are real.

    Think of homelessness as a syndrome, rather than in terms of “what causes this,” a syndrome of several pathologies linked together: incumbent property owners use their property as a store of value. Housing cannot be both affordable, AND a store of value. Those with property want it to stay expensive. So they block increased housing supply. When housing becomes too expensive, they use their political power to tax people, so THEY, rather than a functional housing market, are “providing affordable housing.” LOL. I disagree that the Left has “good intentions.” In CA, the Left is overwhelmingly responsible for policies that reduce housing supply. While they control the property, which controls the value, and makes them rich. Hypocrisy of the worst kind. Unaffordable housing is a huge part of this.
    Then there is intertwined mental illness and substance abuse. We have criminalized substance abuse (and mental illness, BTW, at least a third, and some say HALF, of all American prisoners are mentally ill), and it’s hard for people with criminal records to get housing assistance, or be able get into homeless shelters. Some people like this have dozens of arrests. That’s a legacy of TOUGH ON CRIME! Which is a trope that still gets people elected. The older drug addicts/mentally ill people who have been incarcerated all these years, who once got by through working in the criminal underworld, are getting old, can’t do that anymore, and are out of options. So they are homeless (and, yes, I work with the homeless as part of my job).
    The “Left” is of no help whatsoever on the problem of over-incarceration. Three of the top DEMOCRATIC jobs in the nation are taken by abusive incarcerators: Joe Biden wrote the laws that made us an incarcerator outlier. K Harris made her political bones as a zealous incarcerator, and Eric Adams is literally a cop.
    I’m not saying the Republicans are any better, far from it. But I’d rather take them, without the “base alloy” (as Lincoln said) of Leftist hypocrisy. Insufferable, morally preening, hypocrisy, at that.

    I’m a conservative person but I like what Seneca had to say. I may not agree with everything he has to say but at least he has answers that sound like a solution. Please have him on again and give him a longer chance to state his platform and his proposals and how he will enact said proposals. Thank you

    It's deceptive to say that 45% of homeless people suffer from mental illness. The fact is those numbers are inflated by new definitions of mental illness. For example, the NIH classes drug addiction as a mental illness, and I think the vast majority of Americans would view this epidemic differently if we spoke honestly about what the problem is.

    The dissolution of the mental health system didn't occur under Reagan. It was a decades long process that then combined with the beginning of the war on drugs under Nixon in the 70s. But the real culprit is the destruction of community and family that began with industrialization and urbanization at the close of the 19th century.

      I was just in the SF Bay Area Marin county, this is a serious problem, which the wealthy seem oblivious to. I mentioned the problems of capitalism to wealthy friends with the response “what’s wrong with capitalism!” I then tried to explain the complete obvious.
      I realized through the conversation that there is a strange cognitive dissonance because in order for people to rationally think through it, it inevitably leads to taboo Marxist thoughts such as: if you can’t pay people enough to live then they will either go homeless or move out of the area completely and it will result in a low labor supply.
      I think we ought to consider the possibility that not only does someone like Pelosi or other “not care” they might not even be able to comprehend basic realities.

    1. Re-open mental institutions
    2. Open more centers to help transition Homeless to working life
    3. Force all homeless into either 1 or 2.
    If they are mentally ill, help them. If they need help or guidance, help or guide them. However, there are heavy strings attached.

      you are assuming all homeless people do not have jobs or an income. We also need affordable housing that will accept people who have been homeless for a while. I have come across many on disability or social security and others who have jobs, but cannot find a place to rent.

    Does CA create homeless people or do homeless people flock to a generous welfare state? Do we see people coming to America because the welfare state is attractive compared to the leftist countries they are leaving? With over 50% of all the land in state of CA owned by the public, not in my neighborhood seems like a weak attack on the elites. The burbs and long commutes were a reaction to inner city problems. Many who can afford to move do so into communities with better schools, less crime, a more responsive smaller city government.

Also since the large majority are drug users they don't go in the housing because to be in housing you have to be clean. It's a major drug problem that's where you need to start.

    Half of America’s unsheltered folks spent time in foster care. Homelessness is about lack of affordable housing. I’d challenge Kim to speak to someone with current experience of homelessness. Kim is leaving out a very relevant aspect of encampment support - there are REASONS encampment clearances don’t work and must be resisted. Alternative housing that is offered is refused because IT DOESN’T MEET THE NEEDS of those it is intended to house. Forced evictions are not a solution - dignified housing with supports and services that actually meet the needs of the unhoused community - not designed to suit the preferences of service providers alone IS a solution.

    There are successful programs to address the root causes of homelessness. One in Boise is an organization that includes businesses, churches, and government to provide temporary shelter off the street and includes pathways for mental health treatment, substance abuse rehab, and jobs to restore direction and a sense of purpose in the lives of the lost. Moving from temporary shelter to more permanent housing can be earned through progress in these pathways. It is not a perfect solution and not a 100% solution but far better than abandoning the homeless to the streets which is the worst of all possible outcomes.

    The title to this segment is misleading especially since the two hosts and the mayoral candidate all openly lean left. The reason why people who lean left disagree with one another comes down to the fact that leftist solutions require novel answers to the problem. The question come down to whether or not the solution will be effective and to what degree will it have an impact. The way I see it is progressives fall into two camps, Those who are familiar with the issues on the ground and those are well intentioned, what works vs. what sounds good. Every homeless person is different, and every homeless person's needs and issues they are dealing are different, but homelessness itself is not anything new. There are places in the world where homelessness has been nearly irradiated because there a a host of places, institutions, and programs that address the various needs of struggling individuals. Vienna, Switzerland, and the Scandinavian countries are all great examples that do not come at the cost of violating a struggling person's dignity. Do what is practical and what works and meet and engage with the people on the ground. I think the mayoral candidate understands this and its refreshing to hear.

    I believe the Forward party will do well in California partly because (ironically) it’s a one-party-state. More Republicans and/or right-leanings voters are leaving California for other states.
    The Forward party would probably pick up the remaining republicans, a huge chunk of independents, and a sizable portion of Democrats.
    If California has any hope the Forward party should be able campaign and pick up congressional/ local seats in the state, especially in heavy blue areas.

    I wouldn't want to stop talking with these two ladies as well, so I don't blame him :) When it comes to the homeless, just get them off the streets. If they can live in a tent, I'm sure they can live in a tiny home, just pick up empty lots around the city and make small camps instead of having them all in one area and out in the elements. Cities like to take people's properties because of taxes or properties when people die or property because of drugs, take all of those and turn them into group homes. There are lots of ways to do this but politicians really don't care.

      Government run is a problem these days. Especially, if it’s in blue strongholds. Too much corruption in the minds of the political class, the business class and the people allow conditions that are hugely expensive and dysfunctional while the voters either look the other way or blame someone else. Not suggesting that private would be a better option, because it’s the corruption of the entire system, that is the issue.
      Private or public is irrelevant to the solution. It’s very important for certain groups politically to oppose private ownership, but it’s just a diversion from one possible solution for political ideology. Which is evil and corrupt, but it’s sold to politically ignorant people who are evil and corrupt like the political party selling it. That’s why it doesn’t matter private or public, unfortunately that’s what political parties do is make complicated problems seem so simple that it’s either ignorance or hatred racism evil that the issue isn’t solved. That’s what a increasingly uneducated population expects and that’s what they get.
      Don’t blame ghosts , blame voters and start at home.

    We need to limit housing to 1 property per resident, no corporate nor non resident ownership of single family homes in major counties. For homelessness, we need to already build 100,000 tiny homes outside of city limits with drug, mental health and job services, etc. Santa Monica has the issue that the police can’t touch the homeless, and therefore the issue increases along with the dangers to residents. There are great examples of tiny homes villages for people who are homeless. We just need to do it California style, and non religiously. We have plenty of land. Instead, our county of LA is buying super expensive buildings that will never solve the issue and just wastes money.

    Real dilemma. If you give "too much" to the homeless, won't more people just become homeless to get the free stuff. Free housing, free medical, free food, free clothing......people at the lower economic portion of the ladder will have a real question......why am I going through the struggle if I can get everything for free....

      I don’t think that’s a very common outlook. I don’t know about you, but I live in a decent house. I’m not rich, but there’s no way I’d decide to leave, move myself and all my possessions into the streets, exposed to the elements for weeks, just to qualify for a free doctor’s checkup, free soup, a few t-shirts, etc. BTW, “free” medical just means a basic checkup, and maybe antibiotics or Tylenol, or basic first-aid supplies for injuries. They don’t give out free chemo, etc. I’m not into letting people put up tents all over the place either, but just wanted to point out that free stuff doesn’t mean high quality, doesn’t mean they get it on a consistent basis. A house means stability, safety, and lots of intangible benefits that people don’t easily give up.

I became friends with the homeless guy he's about 5 years younger than me panhandle daily made more money doing that than he could at a job ended up getting housing but he said he liked living that way because he was protesting society's norms.

    I feel like Portland has a pretty good model to begin with but it needs improvement. It helped me get clean and get off the streets but it doesn't work for people that have no hope for the future and no desire to become productive members of society. It basically provides housing in exchange for staying clean and going through a treatment program that approaches addiction as a mental health issue.

    What ever the cause is then address it. I’m sure it’s multi factorial. Pick the biggest contributing cause. Address it, reduce the numbers then pick the next one. Progressive ideas are always too broad, makes too little of a impact, results hard to see and the response is “we need more $”. Target 1 issue at a time, but it has to be focused with underlying cause not a bandaid

    I would suggest we take the homesless to the desert and let them be or give them the option to take meds and work for society in a community service capacity and supply shelter and food to them. The simple fact that California has been voting for leftists for so many years without giving a conservative a "chance at bat" doesn't mean that they don't have any answers. The fact is that the LAW sound be upheld across the board and restricting drug sales and use would help the issue. Developing mental health systems would also be very beneficial as well as prosecution of violent criminals and thieves who loot stores.

    It’s not just the California that dealing with homeless crisis & high shoplifting & stealing rate, it’s a west coast issue. Here in Seattle it is terrible as well. Progressive left didn’t want to prosecute minor crime which lead to larger crimes. There is a reason a lot of progressive left were voted out this year of city position.

    Knowing Brie is a lawyer, the way she argues makes a lot of sense. But I hope being on this show more actively will aid her ability to discuss with more nuance, rather than only seek to prove herself correct. Spot googling a counter-point, with no time to more fully research the validity of that point, then force ending the conversation on that point... I know she is capable of better than that, and I believe she would feel so too, if she doesn't already.
