Here's an update and an opinion I have:
You can hike from the wilderness park and check out these springs... soaking is prohibited, but people still do it... I've seen public posts in instagram and anonymous trip reports of people soaking in them online. Apparently there are rangers that patrol the area who discourage people from soaking in these pools (especially if you park near the springs illegally and try to access them without hiking from the park). I've never seen any rangers personally, but they may mostly survey some of the lower pools in the areas that I chose not to include in the video. I don't know why they don't want people soaking here. Perhaps they want to minimize traffic...
