If the grip on the Habaki is too tight you can, very carefully, use an appropriate needle file to file away a little of the wood at the contact points. Don't file away too much though or you will need to add more material and then file that to get the grip back! It's better to file it 10 times a tiny bit than 2 times more heavily.

That's an interesting point and I thought that when I had my repaired. If we think about an additional sepa shim would add more force along the horizontal plane, where are the tsuba is moving at right angles when it is loose. Adding another "sepa" would put more pressure on the habaki and then on the blade. Best as shown fix the tsuba which is the issue. That was how mine was repaired and its been perfect ever since. You make a good point and I did temporarily fix mine with fishing line wrapped inside the sepa but it only lasted 6 months.

Adding another Seppa would marginally increase the thickness of the assembly. Not only would it look a bit odd, it would misalign the holes drilled through the Nakago (tang) and the Tsuka. It's a small difference, but even a small change in that respect can cause issues for reassembly, and it only adds extra pressure to the Tsuba, as opposed to increasing it's grip on the Nakago according to this method and preventing reoccurrence of the issue in the future.

A popsicle stick is likely to be far too thick unless there is major damage to the wooden structure of the Saya. A thinner veneer strip would work, but it will still need to be securely stuck with adhesive, and modern fast drying glues are by far the superior option when it comes to this type of process.

Some people buy a cheapy thing like musashi or whatnot, and then dull the heck out the edge and flatten it. I can recommend going the unsharpened route, iaito or not, for I believe I would have no right ear and no toes lol.

Hi, this model is an Iaito with an alloy blade. According to Japan's laws it has to be made from a non-sharpenable material for safe Iaido practice. So, by definition, an Iaito wouldn't have a sharp cutting edge.
