Absolutely! Offseason just means we are out of the Auction season which happens each year in the Spring - anything available from land banks, resellers or over the counter are still active in the auction offseason.

If you're looking to buy a home to live in, I would check out the Accelerated Home Ownership program - I'm not sure what all the limitations are or if you would qualify (we didn't include this program in our research for investors since there is a 1 property purchase limitation), but you can read more about it at the link below to see if this is a good program for you: birminghamlandbank.org/accelerated-home-ownership/

I don't see payment details anywhere on the Land Bank site, my guess would be certified check or wire, but there could be other options. This is the closest info I could find about payments: birminghamlandbank.org/how-to-apply-for-a-property/

There aren't a ton of OTC's in Oklahoma (state), but in counties like Oklahoma (county) you have a couple hundred properties available. That's correct - the Sheriff sales handle both tax foreclosures (deeds) as well as normal foreclosures

Shelby TN is the only one we are sure of - I've heard rumors for years that some TN counties sell OTC if you call on the right day and find the right person, but from our experience no county has ever offered OTC leftover deeds to us over the phone. Most counties hold the deed for a later auction, sometimes they roll them into a "Special Commissioner's Sale" of the property. Minnesota is trash. I'm from here, and they make it so difficult to find tax liens and deeds. There is some kind of secret being kept to find these steal of a deal land or properties. Just my opinion.
