I know you can't say 100% if it was intentional or not... but what makes more sense... resealing packs looking for eeveelutions, keeping everything else in there to not look sus or to make the funniest inside joke in the history of pokemon... the pull rates being so shit gives them the perfect cover... you can open 1000 packs and potentially not see an eeveelution... almost the perfect crime!

If you want to prove he's a liar, find the original stream where he wrote on that card. This would show that it wasn't intended for his friend as he claims.
