The surface reason why the Dursleys would not want Harry to leave is because they are conservative people who hate those that are different or "strange" or "abnormal" as Petunia says, so they want him to not be magic. The deeper reason why the Dursleys would not let Harry leave has to do with Petunia, the sister of Lily Potter and a certain trauma that she has. You'll find out more as the movies progress.

The fact that the Cinematographers Guild not only nominated this for an Oscar, but it actually won is amazing to me because the blocking and shot composition during many of the dance numbers is really quite bad and detracts from the choreographer's and dancers' hard work--there are some YT videos analyzing this that I agree with. But Chazelle presumably intended it that way and managed to win Best Director as well, so what do I know. It really ought to have won for screenplay instead. To answer why the Dursleys keep Harry is because they're trying to literally beat the magic out of him to make him assimilate and become "normal". There's a RL equivalent, when you consider what the Catholic and Anglican churches did to the indigenous children with the residential school system in Canada. The government decided to "kill the Indian in the child" and so the church authorities who ran these places often abused the kids in a variety of hellish ways, with starvation and beatings if they dared to speak their native language or express their religion/spirituality or any other part of their indigenous culture. As for why the wizarding world got stuck in the Victorian/steampunk era, that has to do with various historical situations in which there was trouble between the magical society and the muggles. The wizarding world basically stopped interacting with the muggles, made laws about it, and therefore didn't keep up with the muggle world. They stopped keeping up with the rest of the world, so they're well behind the times. Oh, and magic and electricity don't mix. That's where the steampunk comes in, as so much of their society runs on pre-electricity technology.

The only problem I have with this film is the "basilisk". What they depict here is not a basilisk, even though they claim it is.

From what I've heard, Emma Watson didn't fancy the hug fest at the end. She gave "Harry" a hug so brief the cutting team had to do a little trixing to make it look longer, and that was it. So, Harry is protected by his mother's investment of love and protection placed on him just before Voldemort arrived to kill Harry, plus it was sealed in place by her sacrificing her life for him. This protection will wear off if he does not 'recharge' it by living at least a part of each year with a blood relative of his mother's; that would be his mother's sister, Petunia Dursley. As for the Dursleys, there's the backstory of Petunia being jealous that Lily got so much attention for being a witch and being invited to attend Hogwarts. Petunia even wrote Dumbledore and begged to be admitted, but what's the point of attending a school of magic when you have no ability? So Petunia was humiliated and anytime the subject of magic comes up, so does her bile. Then there is also the pride Vernon Dursley takes in being 'normal' and conforming, a value of the British middle class. Basically, the Dursleys hate all this 'magic' nonsense and how difficult it is to explain it to others in their social group. They are embarrassed by Harry's weirdness. They don't hate Harry, just the fuss and nonsense around this. They resent being forced to take care of Harry, but they don't HATE him. Students and their families only have the expense of personal items: robes, wand, cauldron, a few basic textbooks and small amounts of supplies. They can bring a pet, but the pet must be mostly self-reliant (undemanding for housing/nesting, able to hunt for its own food, able to eliminate outdoors); generally, that means cats, owls, toads, rats.

The reason for the applause for Hagrid towards the end was actually bittersweet. It was to celebrate that he was finally proven innocent (for opening the Chamber of Secrets and releasing the “monster” which he was unfairly expelled from school for). And I guess, it was also kind of an apology from Hogwarts for wrongfully accusing him of the deed which he was now found innocent for. Ergo, that scene wasn’t misplaced at all.

Harry has to go back every year to the Dursley due to his mother sacrifice of dying to protect him. As long as he is living with someone having his mother s blood, he is protected from Voldemort finding him at home he is protected .... in the books

Not sure if it’s been said because the Dursley’s home has some sort of protection spell over it while he’s there so he’s safe (Not quite sure the exact details but that’s why he has to go back every year)

A lot of people have already talked about why Harry has to go back to the Dursleys, but that is technically a spoiler that doesn't get explained until much later in the series. In the beginning, it has a lot more to do with Harry's circumstances as a whole. He's not allowed to stay at Hogwarts during the summer. He doesn't go to stay with Ron or Hermione because he doesn't want to be a burden to them, especially Ron's family which is already quite large. He decides on his own to continue to deal with the Dursleys and, as Hagrid implies, their fear and ignorance of the magical world would likely get him some better treatment because they would be afraid of what he could do back to them.

The (mild spoilers warning) protection magic from his mother only holds while he lives with the family. That's why all of the danger happens when he's at school. And why he has to summer under the protection of his folks when none of his support network would be around him at the school. He barely survives the school year each year anyway. ;)
