You can apply for voc, If they shut the business then you have to look for another job and apply for visa But if owner change then you need voc only.

At the moment can't say anything about how immigration is progressing the 2021 visa file its rendom, but if you have valid visa to travel to nz before you get approved for 2021 visa that will be great Because if you are outside of nz you can't travel on 2021 visa even if its approved. As far as my point of view is concerned like I have applied multiple ESW and already provided those details and everytime I have provided accurate information with date I left the job and date I join, So they might be getting some information from previous visa application, and every individual have different scenario, just to be safe side check your IRD statements if you not sure of how many jobs you have worked and provide details according to that.

So, you are working for different employer now you will need both in your application. If you want to apply for study that's totally different visa type so VOC is not an option for you, you have to apply new student visa.
