It is private property, they own it and control it, if they don’t want people fishing there then don’t fish. If i had a pond in my backyard that was stocked with huge fish and I let one person fish on it who caught a monster bass, he tells his friends and his friends show up without permission while I’m not home, now my backyard is full of fishing line and possibly missing a couple fish. I think it’s just a concern about keeping the place clean as possible
