Garp was really the most helpless person in the war. But at the same time he was helping even before "fighting luffy". Think about, it Garp and Whitebeard were Rogers fiercest rivals so who else would have a better chance at throwing hands with him than Garp (cuz being a Fleet Admiral means you can't do shit till the shit hits you apparently).
