About donations in Baht it's not Thai people donating to the temple, the names of the donors are Khmer people. Reason why Baht is used because in Battambang and some parts of Cambodia that are near the Thai border, baht is the preferred currency as well as US dollars and Riela

The best way to describe Phnom Penh is gritty. It is sketchier at night, so just take Tuk Tuks everywhere. You have to see the Killing Fields and S21 Prison. It's depressing as heck, but it is an essential and dark part of Cambodian history to experience.
