I assume that Jeju and Ulleung Islands should be permanently seperated from 'Korea', and be parts of Japanese Home Isles in this timeline. Jeju as a part of Nagasaki Prefecture, and Ulleung as Shimane Prefecture. Letting 'Whole Korea' (including Jeju and Ulleung) be independent will just harm Japan's national security. To stably protect Japanese Home Isles from threats from Korean peninsular, Jeju and Ulleung Islands should be integrated into Japanese Mainland. Plus, it was very good chance to permanently weaken historical rival, by shrink the range of the thing called 'Korea'! Why don't they do so?
