Gotta get that needle all the way in when you take tire temps. Don't go on an angle. Try going lower so the bumper isn't in the way. I have the same set-up as you: 98 civic, b16, same alignment, etc. My tire temps are near 200 front, 170 rear.

Regarding filming while driving are you allowed to film while you drive like if you positioned a camera to film you if you drive alone?
You may have to ask them directly about that but typically filming isn’t encouraged
