the real difference between high and ultra is colored lighting. not sure but i think you can play with the settings so thers colored lighting but its still high preset

You are little late I already have 9800x3d XD nope its not overkill finally stable fps for 540hz monitor.

you need better ram and a better cooler when you want to utilize the 7800x3d to its fullest. id recommend looking into gskill trident z5 NEO 6000mts cl30 and an arctic liquid freezer iii 360mm. the ram and better cooling will result in more stable framerates. since yours are kinda all over the place and are getting really low.

I got pc for 499 euro. It has: Windforce RTX 2080 SUPER OC Intel i7 8700k @ 5ghz 32gb ddr4. 3600mhz 1500 gb ssd. 2tb hdd. Fractal 860w platinum Aio cooling. Dvd-cd thing too. I can run everygame at 1080p max settings. It can run 1440p too
