Swimming and climbing do not encourage the evolution of leglessness. Rather, snakes evolved from burrowing ancestors and then occupied non-burrowing niches/lifestyles after, and instead of re-evolving legs (for which the genetic component of those structures were very likely rendered nonfunctional due to drift, transposable element insertions, etc), they adapted their movement strategies for climbing and swimming.
