You keep saying Recon Sections get a bonus vs infantry in cover, but isn't that actually the Jägers and the sections get a bonus against units out of cover? Or is my german tooltip wrong?
Section gain bonus to accuracy against units out of cover on vet 1 as a passive, recce section adds accuracy vs units in cover and those two are different

I belive Recce sections with their upgrade get a bonus against units in cover. That is what the english tool tip says.
