I really like the dad in this situation, he's very stern but very fair and is not at all harsh on Edward, only shaking his head when he answers incorrectly. He also clearly didn't want Edward to be confused when Kim commend him for choosing the nicer thing to do.

This is one of my favourite scenes in the film as it depicts personalities well, and how they influence Edward's environment - Kim's father gives Edward a quiz on how to handle finding a bag of money in the street - Either give it to the poor, give it to loved ones, keep it for himself, or hand it over to the police. - Kevin, being an immature child, says he'd keep the money casually during the conversation, and then casually calls Edward a dope for his "loved ones" answer, stating "everyone knows you're supposed to hand it over to the police", ultimately feeling like he's being a good teacher by being strict, as he nods to his parents. His whole attitude in the scene displays a child's immaturity. - Kim commends Edward for his answer as she's trying to make him feel better due to things going haywire because of the robbery situation. - Kim's father (Bill) is annoyed by the kids' shenanigans, stating this is serious and that they're confusing him about "right and wrong". He's all grown-up, a mature adult, and knows what should be correctly applied in the situation to solve the problem. - Peg, the mother, remains sweet and caring, while siding with the father.
The problem with the situation is that Bill is posing something too complex for Edward's understanding and reflection. He did not grow up surrounded by people and inserted in a society, therefore he ignores what is right and what is wrong, and the concept of laws is unknown to him, but at least he has shown a deep desire to be good to his adoptive family. He wants to be helpful because he believes that is the way he will be accepted.
Ed’s answer reveals that he values love and acceptance more than anything else. The whole reason he went through with Jim’s scam, even knowing the whole time that Jim was lying, was out of his love for Kim.

He is not retarded but is disabled to live independently in society. Which was seen in the scene with Joyce where she locks herself in a room with him and the way Edward openly recounted it in front of the family as one more anecdote suggests that he really did not understand what was happening.
@Mike D That's true especially Peg admitted to Kim that it was a mistake to take him out of the castle and have him live in the house with them since she said that she didn't think things through about what would happen to him and the neighbors opinion if he lived in the neighborhood where she said that it's best for him to go back in the castle to live which does seem sad because he wouldn't have anyone to take care of him again and of course, after he moved back into the castle, none of the other Boggs family members saw him again. Also yes, Kevin didn't have to call him a dope but instead just told him the right answer and the right thing to do is turn the money into the police if he (Edward) finds a suitcase of money without anyone around.

Kim is such an amazing stereotype breaking character, humanizing a cheerleader years before that would be a more common move. Obviously at first a strange man in her house is going to unnerve her, but as she gets to know Edward's gentle nature, she sticks up for him and is HIS biggest cheerleader. I love her. Great character.
Every time I watch this with my mom during the break in scene she always tells me that I could never participate in it or let someone put me up to it because she says the guilt would eat me alive and I would end up spilling my guts and telling everything! But in this case I have to agree with Edward! 😁
Edward's answer to the dad's question says a lot about his character. As kind and caring as he is, the film doesn't want you to believe that Edward is a saint. If that were the case, he would've answered "give it to the poor," as it was the most selfless of the four things the dad proposed. Edward has always had a desire to be accepted by those around him, as he is very aware that he is different, and he believes that if does what others want from him, then he will be accepted by them. This is why he answers "give it to my loved ones," because he believes that he will be accepted if he makes the people closest to him happy. Of course, it's also worth noting that at this point, Edward has a very negative impression of the police following his arrest, which more than likely contributed to him not giving the answer the dad was looking for.

So childhood friend never looked too much into Edward Scissorhands at the time, and she assumed he was born that way. I went to look it up in later years when the internet was more readily available, and boy was she wrong!
