If you play as her in dissidia, you'll find that she already knows her all of her HP attacks from the start, she can chain three HPAs into a 3 hit combo to max out brave point damage,(devestating if you fire off an HPA right after a successful block with Riposte.) Downside is, under 3000BP she has weak, easily blocked/dodged HPAs such as Fire, Blizzard, Etc. But after she gets above 3K BP, she'll upgrade to "Ga" level magic, and at 6K+ BP, Flare and such. In EX-mode, her HPA's won't reset BP.
She also has a nasty little trick called Bio. Bio is a very slow projectile, but when it hits, will slowly sap the foe's BP for a little while. It may not look like much (my ninja info cards) but with buffs like EX Critical boost, it can potentially hurt. Also note that when the foe is inflicted, and they successfully hit with an HPA, it will, in most cases lead to an automatic BP Break in your favor.

Shantotto gets the praise she does because she is pretty much THE most powerful and destructive Black Mage out there (at least in Vana'diel terms). There will be an FFXI Mini-Expansion detailing more into her, which she apparently becomes hellbent on destructions and threatens to destroy everything.

She's also the fastet runner of all the mages. The only downsides of her are, you need at least 3000 BP for her HP moves to be effective, a couple of her BP moves are easy to read, and there's a LARGE cooldown time after you've fired an HP attack off.
Actually, I thought Squall's diss was because he hates witches due to having Ultimecia for an enemy. When Squall fights Terra, he seems to be encouraging her, if you've seen the VS Squall vid.
