Actually the drivers would be constantly dying because of excessive G-forces. Removal of all regulations would could cause a comeback not only of huge wings and low skirts, but also vacuum downforce turbines, 6 wheels, 4WD, bigger wheels and this time all that altogether. And it wouldn't be just 1500HP like in the 8ies, without regulations, teams would be experimenting how much power a human can handle. Technically 10 000 HP wouldn't be a problem.
