I don't think so it's anything to do with civic education. In most places it is the parents who teach their children to be neat and tidy. It's a cultural thing. Even in India, if you travel to any remote and poor tribal villages in North East, you'll always find them very clean, neat , tidy and the people extremely polite and humble. In contrast the moment other Indians (Hindus, Sikhs, Jains and Muslims) go there, they destroy the neat and tidy environment. One classic example is the town of Moreh on the Manipur Myanmar border. This is a trading post with lots of trading communities including Punjabis, Rajasthani, Tamils, Bengali, Bihari and Nepali. Not surprisingly the town is dirty and filthy. But just across a small bridge is the Myanmar town of Tamu, which is mostly Chin people, the country is relatively poorer to India but as soon as you enter, you'll see such a big difference in cleanliness, discipline and politeness. Same you will see on Dhanushkodi (Tamil Nadu) - Jaffna (Srilanka) frontier region, the moment you enter Srilanka you will see that it is atleast 50 years ahead of any part of India.
