Actually the clock and the flower are actually working correctly the clock at disneyland California is actually more slower but if you go back to some old footage you will see that it moves faster

@DisneyFanMason21413i was kinda right, the mech on the original Disneyland clock tower is getting worn out, so they just decreased the speed so they don’t need to do much maintenance, on the other hand, Tokyo is owned by a different company, so they do alot of maintenance on the clock tower, so thats why Tokyo still has the original fast speed.
