Hardcore raises your involvement in a game to crazy heights. Every near death experience, every close call, feels epic. Getting a good legendary to drop changes the game a lot as well. While I still need more game knowledge to get there, I'm looking forward to playing a HC character in POE
It _should_ be a big league. They haven't done a major endgame shakeup in a long time, long overdue. I agree it won't be at the level of some past ones, but hopefully something that "sets up" the lore into PoE2. One thing people have to remember is that in a normal 3 month cycle, the league really only gets about 4-5 weeks of development and so is bound in how much it can do (due to design, art, VA, integration, test, marketing, etc). So a 4 month league like necropolis is almost like "doubling" the league design time. I hope they really have some big tricks up their sleeves because they need it after last league. Two dead leagues in a row only hurts their PoE2 budget. But I also fear they are in the final stretched of getting PoE2 ready and it has been "all hands on deck" ... so there is a chance we don't get much. Probably best to keep expectations low.

For new skill gems, i don’t think work on poe2 affects this. Theyve said that they have two separate teams working on the two games, so no resources are being diverted from poe1 skills to poe2 skills
I hope they update War Bringer on the Berserker ascendancy to "enemies hit by an exerted attack always count as moving for 4 seconds" or something, that'd be awesome.
If TotA comes back and the enemies haven’t been nerfed I hope they don’t make you lose 10% exp per death. Maybe something like 10% the first time you die and 0% after that so you can’t lose more than 10% per match. Or maybe 1-2% per death. I still think thematically it would make the most sense if we didn’t lose any exp at all though. I doubt they’ll test the auction house using the league mechanic as they said they wanted to test it in PoE 2 before adding it to PoE 1, but GGG has surprised me plenty of times so I could be wrong.
