I was going to say that apparently Russia has problems with proper signage and installation.
But I digress, the real problem appears to be special people or people who think they're special who would not pay attention to signs anyway.
The world over man.
There has been episodes where commenters said, "Why dont the put up signs" even though a sign should not be needed.
At some point the city did put up signs, and there was NO difference, only the excuses changed a bit, but they still drove on the pavement.
I get the impression some former parking areas are no longer because they were not set up with protection for pedestrians or were intermingled with walkways. Drivers who were driving like this forever with legal rights suddenly had to figure out where else to park or how else to drive up. That is the impression I get, I don't live there. But a lot of the spots they raid look like large parking lots and in some cases still (wrongly, apparently,) have paint lines for spaces. That doesn't excuse the drivers' behaviour.
@@hyperbaroque I remember at some point, one shop in Moscow attempted to set up a car park, without permission, by painting markings on the sidewalk, provoking drivers to break the Rules. However I feel that the actions of that shop deceived drivers and that they shouldn't be berated that much, but either way they should pay closer attention, instead of just operating on the "herd instinct".
To be honest, there doesn't have to be a sign for it to be a parking lot. The real question is how did they pass their driving test if they can't distinguish the sidewalk from the road? Though knowing the corruption here in Russia, it's likely they bribed a traffic cop to give them a licence, in other words "buy" it.
Luckily in my Siberian city we don't have a sidewalk parking problem, as almost every row of shops has a car park in front of it, and the sidewalk just after it.

What should have changed? The chances you gonna be ticketed for sidewalk driving are slim to none, nothing changes until drivers gonna receive tickets for that en masse.

A law that is not being enforced is not worth anything and you can not expect people to not break it.
Also the fines here for driving on the sidewalk are pretty low compared to the fines in Europe or America.
What could be done though is for the St Petersburg traffic organisation centre/traffic police department to install enforcement cameras at sidewalk-driving hotspots, to atleast generate revenue off their driving, if the traffic police is too lazy to conduct raids themselves.
I think overall, the police in Russia are getting better than when I first started viewing these episodes. Occasionally, a dumb one will still come along. Their behavior is usually fueled by laziness.
@@MrBeevee5 It's a good thing for sure, there are far worse cops in the countryside who can book you for simply being the last person seen near a crime scene, and apply their "electric therapy" until you confess, no matter if you're guilty or not.

How long does it take for the local government to act on this improper driving situation? Signs and barriers are cheap compared to peoples lives. I say SHAME SHAME on you politicians for letting this dangerous situation to continue.
What needs to be done is to turn those fifty meter wide sidewalks into a normal sidewalk in front of the buildings and a parking lot for the rest. It could be done cheaply enough, but every space created this way would immediately be filled with cars belonging to the residents, and people going to the stores would park blocking the lanes and probably nose up onto the sidewalk. Same problem, but with even less room for pedestrians. The city governments have decided to simply ignore the problem, and the cops do too, unless people complain.
