Because Blacks don't fuss about this unfair use of funds that should also go to Black AMericans being they built up Florida(it was a maroon colony), and this country as a whole BUT too many Black AMericans just want to "go along to get along" so they don't speak for their own people UNLESS others are included YET those "other" people don't do it for us! You can complain about wrong doing without hating, but they try to shame you once you do it, that's the game they play to keep you at a disadvantage.
