So I think she wanted shana to burn the house becausw of the jenna thing to get revenge on them for making her blind. We do not know that Hanna was ran over by Mona. There has been no evidence of that at all. Lucas was quick to be at the hospital even before the liars showed up, so it could have been him. It could have actually been Noel. We don't know who did it. In the books, Mona ran Hanna over, but that doesn't mean the same thing happened in the show. We got a whole team of A members. Mona may have done most, but that doesn't mean she did everything. Otherwise it's pointless having a team. Mona wasn't on the good A team. She was bad, but it seems Redcoat kicked her out now in season 4. The A team is bad but not exactly evil. The A team doesn't want the liars to be killed. They saved them many times like Spencer in the bell tower and warning Emily about Lyndon.
They made the team because the way Ali treated them they want Ali dead or locked up and they want her fake kidnapper dead on 5x22 A was wrapped in white tissue then did something to Cyrus after they left
When Spencer asked Mona why she hurt Hanna, Mona did not deny that she hit her with the car, so it's obvious that Mona hit her. Except killing Ian and giving Emily a massage, Mona was behind every A-action of the first two seasons, the writers confirmed that.
Writers confirmation doesn't mean shit. These writers have contradicted their confirmations so many times, until its on the actual show spoon fed even with Mona saying Yes I'm the one who hit her, people aren't going to believe it. They're going to have to confirm it on the show. Mona staying silent isn't a sign of her saying Yes I did it. she was concentrating on what Redcoat told her to tell Spencer at the time and not giving too much away. Mona not saying No I didn't do that was not a sign of her confirming what Spencer said was true. Mona could have just been protecting her team mates. What was she going to say? OMG Spencer of course it wasn't me Lucas did it? No, there was no reason for Mona to say yes I did it or not lucas did it, she was concentrating on other things and it was an unnecessary line and answer that could have been given later, but the writers barely confirm things on this show even though they were supposed to later on. Mona did everything expect pushing Ian off the bell tower and giving Emily the massage. Mona was only working by herself in season 1 and 2 and that's the way it goes. There was NO other A back then.
